A Compton city councilman and five other people were charged with obtaining fraudulent votes in a runoff election that was ultimately decided by one vote, the Los Angeles County District Attorney’s Office said Friday.
Councilman Isaac Galvan, 34, Jace Dawson, 34, Kimberly Chaouch, 48, Toni Morris, 34, Barry Reed, 61 and Reginald Streeter, 51, have all been charged with conspiracy to commit election fraud.
Galvan also faces one count of attempted bribery with intent to influence an election, officials said. The Los Angeles Times reported he was also arrested Friday.
Galvan and Dawson, a former candidate for the Compton City Council, worked together to secure votes to ensure Galvan would retain his District 2 seat during a runoff election in June, the criminal complaint alleges.
Chaouch, Morris, Reed and Streeter, meanwhile were allegedly registered to vote at Dawson’s address in Compton, even though they didn’t reside there. All four are charged with voting illegally in the election.

Most attorneys are progressives... members of the quasi-Marxist Democrat Party. The legal doctrine of 'prosecutorial discretion is not supported by the US Constitution. Neither the Constitution nor statutory law gives an AG or prosecutor the right to pick and choose which crimes are prosecuted and which are not. Such conduct could be considered 'obstruction of justice' pr constitute 'accessory to criminal conduct', after the fact. The Constitution assigns the GRAND JURY, with the duty to decide which crimes should be prosecuted, based on the evidence and the law... it is not a prosecutor's discretion.
We must reinstate the Grand Jury System as an independent agent in the Judicial system... The people must have direct access to sitting Grand Jurise to bring their own complaints of criminal conduct to the Grand Jury for action. We must reinforce the authority of the 'Petit Jury' and require all felonies to be heard by a jury, not a judge. Jury's are the Constitutional arbiters of the facts and the lAW, not Judges or lawyers. Judges exist to administer the law and to keep order in the Courtroom, not to decide how the Jury views the law... Therefore, instructions to a Jury on the law by a judge is unconstitutional on its face.
We must stop the bullying of Juries by Judges and lawyers. Jurys exist constitutionally to decide how the law and the facts apply in a case before the law. Juries of common citizens are to apply the law with justice in mind. Juries are to JUDGE the facts and the law. Juries need to be able to question witnesses, as they once were permitted to do, and they should NEVER be excluded from the court process, because of the technical rules of the Court. The People are the law and as a Jury, they execute the law... They are the ultimate arbiter of the law... not some unelected judge or prosecutor. Jury decisions should not be reversed by a single judge of the lower court... only on appeal. and then only for the most egregious abuse.
