{ project-syndicate.org } ~ An outbreak of a new coronavirus that began in the Chinese city of Wuhan has already infected over 4,000 people – mostly in China, but also in several other countries... from Thailand to France to the United States – and killed more than 100. Given China’s history of disease outbreaks – including of severe acute respiratory syndrome (SARS) and African swine fever – and officials’ apparent  awareness of the need to strengthen their capacity to address “major risks,” how could this happen? It should be no surprise that history is repeating itself in China. To maintain its authority, the Communist Party of China must keep the public convinced that everything is going according to plan. That means carrying out systemic cover-ups of scandals and deficiencies that may reflect poorly upon the CPC’s leadership, instead of doing what is necessary to respond. This pathological secrecy hobbles the authorities’ capacity to respond quickly to epidemics. The SARS epidemic of 2002-03 could have been contained much sooner had Chinese officials, including the health minister, not deliberately concealed information from the public. Once proper disease-control and prevention measures were implemented, SARS was contained within months. Yet China seems not to have learned its lesson. Although there are important differences between today’s coronavirus epidemic and the SARS outbreak – including far greater technological capacity to monitor disease – they may have the CPC’s habit of cover-ups in common. To be sure, at first glance, China’s government has appeared to be more forthcoming about the latest outbreak. But, although the first case was reported on December 8, the Wuhan municipal health commission didn’t issue an official notice until several weeks later. And, since then, Wuhan officials have downplayed the seriousness of the disease and deliberately sought to suppress news coverage. That notice maintained that there was no evidence that the new illness could be transmitted among humans, and claimed that no health-care workers had been infected. The commission repeated these claims on January 5, though 59 cases had been confirmed by then. While it’s frustrating for those who want to see real regulatory reforms, it offers some relief to those of us worried about Congress making new laws that would further complicate our lives...That is especially true for America’s small business community and the entrepreneurs who must navigate through a dense regulatory thicket. That said, a prolonged stalemate in Washington means we should be watching individual states more closely. We must keep a special eye on California, which remains our nation’s leading exporter of bad and kooky ideas. Every year California lawmakers pile-on more regulatory burdens. For small business owners in California, the urge to flee must be especially high every January when a host of new laws go into effect. This year was no different. But there was one enactment in particular that is causing major headaches, and arousing attention across the country. To be sure, the most pernicious of all of California’s newly effective enactments is AB 5: A law that prohibits entrepreneurs from working as independent contractors, even if they have established themselves as a legitimate business enterprise through active marketing and incorporation. I’ve talked to dozens and dozens of businesses both inside California and beyond who are concerned about the impact the law has on them. For example, I’ve heard from numerous truckers who want to be allowed to continue operating as independent businesses. I’ve heard from photographers who want to continue working with beauticians and videographers who want to continue working with movie studios. And I’ve heard from businesses that refer customers to locksmiths or that work with other service providers who must now treat those workers as their own employees — even if they want to remain independent. So, it is highly concerning to see this new California contagion spreading. Already we’ve seen bills in Oregon, Washington and New Jersey. And now legislators in other states — Colorado, New Mexico and Virginia — are considering AB 5 as a potential model. There is even a bill in Congress.Under California’s law it doesn’t matter how little control the hiring entity exerts over the work performed, or what steps the entrepreneur has taken to establish him or herself as an independent business. The cold fact is that entrepreneurs are now prohibited from offering their services to another business if the work to be performed is “within the usual course of business” for the hiring entity. Even if they have established themselves as an LLC and or have numerous clients, if their work is viewed as essential to the hiring company’s business model the worker must be treated as an employee — which means a lot of red-tape for everyone involved. So, it is not surprising that some businesses are now cutting ties with entrepreneurs in California to avoid complications and major liabilities...

The study, which comes from Bioxriv, is titled “Uncanny similarity of unique inserts in the 2019-nCoV spike protein to HIV-1 gp120 and Gag.” “We found 4 insertions in the spike glycoprotein (S) which are unique to the 2019-nCoV and are not present in other coronaviruses,” the report’s Abstract section states. “Importantly, amino acid residues in all the 4 inserts have identity or similarity to those in the HIV-1 gp120 or HIV-1 Gag.” The report also mentions that “interestingly, despite the inserts being discontinuous on the primary amino acid sequence, 3D-modelling of the 2019-nCoV suggests that they converge to constitute the receptor binding site.” Dr. Eric Feigl-Ding, a Chinese-American epidemiologist and public health scientist, referenced the paper in a lengthy Twitter thread explaining the pathology of the virus and the possible misinformation about the epidemic provided by the Chinese government. “BOTTOMLINE: 1) Seafood market not the source,” Feigl-Ding wrote on Twitter. “2) This RNA #coronavirus mutates really fast. 3) has unusual middle segment never seen before in any coronavirus. 4) Not from recent mixing. 5) That mystery middle segment encodes protein responsible for entry into host cells.” The doctor added, “TO BE CLEAR: I am absolutely not saying it’s bioengineering, nor am I supporting any conspiracy theories with no evidence. The strike was carried out by the CIA or the military. “He’s a real bad actor,” said Mick Mulroy, who is also a retired CIA paramilitary operations officer and an ABC News analyst. “This is a big win for us.” In 2005, Al-Raymi was sentenced to five years in prison for planning to assassinate the U.S. ambassador, but he escaped the following year. Since then he has been linked to some of AQAP’s highest-profile attacks, including a September 2008 assault on the U.S. Embassy in the Yemeni capital, Sanaa, that killed 10 Yemeni guards and six civilians.
