{ freebeacon.com } ~ The Federal Bureau of Investigation (FBI) has pushed back the estimated completion date of a Freedom of Information Act (FOIA) request... for documents pertaining to its communications with the security firm that examined the Democratic National Committee's hacked servers to October. The Washington Free Beacon submitted the FOIA request in July 2017 with the FBI seeking all communication between the bureau and CrowdStrike, Inc., the California-based cyber security firm that examined the DNC's servers following the infiltration that led to the release of John Podesta's emails. The FBI said in December the documents should be available by March. They are not the same thing. Thinking otherwise leads to misplaced emphasis on ideas that might help some insurance enrollees in the short-term but will have very little effect on their lifetime costs. The primary problem with the provision of medical care in the U.S. is the absence of an overall system of cost discipline. Unlike other sectors of the economy, medical services are not bought and sold in a well-functioning marketplace that rewards value, innovation, and efficiency. There are many reasons for this, including the large imbalance in information between suppliers of services and patients, which leads to market failure. Further, despite the existence of many government rules for health insurance and the provision of medical care, the U.S. also does not have effective regulatory control over total costs. Instead, what we have is a mishmash of large public subsidies for insurance enrollment, government regulations, and some private activity and incentives too. Unfortunately, the sum of these parts does not add up to a coherent whole. But the internet gatekeeper would have had to leave his safe space of corporate and even congressional sycophancy. Few works on politically explosive topics maintain such a consistent focus on empirical evidence while avoiding rhetorical jabs at opponents. On the other hand, empirical evidence cuts deep, especially when critics can't protest the author's "nasty" style. As radio talker Larry Elder observes, "facts are to liberals what kryptonite is to Superman." Sowell's title, if employed by a member of the leftist intelligentsia, would doubtless imply a causal link between statistical disparities and some form of discrimination – usually racial. Sowell, by contrast, marshals an abundance of evidence to show that this automatic assumption isn't justified. Focusing simply on statistical probabilities, Sowell notes that if five prerequisites are needed for success in a particular field, and if the chances are two out of three that any person will have each characteristic, the chance of possessing all five characteristics are still only one in eight – a calculation that helps explain why most pro golfers have never won a PGA tournament while Arnold Palmer, Jack Nicklaus, and Tiger Woods have collectively won over 200 times. With little recourse for knowing the price before the care is provided, it’s like purchasing a service almost entirely in the dark. Imagine if a restaurant worked this way: A costumer comes in and makes an order and asks the cost, only to have the server respond, “You’ll find out when you get the bill.” Clearly, such an establishment would struggle to stay in business.

              Well, President Donald Trump wants to change that. On Tuesday, the Centers for Medicare and Medicaid Services (CMS) released proposed regulations that would require hospitals to provide a list of standard prices online. This would be a significant change from current regulation, which only requires that standard prices be made available “in some form.” As Health and Human Services (HHS) Secretary Alex Azar explained, “This payment proposal takes important steps toward a Medicare system that puts patients in charge of their care and allows them to receive the quality and price information needed to drive competition and increase value.
               CMS is also looking for ways to address surprise billing by health care providers and seeking comments on how to provide patients with better information up front about out-of-pocket costs. It’s all part of HHS’s efforts to encourage “further transparency” from health care providers — efforts that should also help lower costs by increasing competition in an oddly secretive industry.  ~The Patriot Pos
