It's not an 'IDIOT'S' concept for those collecting the payments and enjoying all the free stuff.
It's a classic transference of wealth from those with the ability to produce wealth to those unable to support themselves... Then, pit the masses of the unproductive and dependent indigent class, against the wealthy, independent and productive, to gain control of the government apparatus and then crush all resistance using the confiscated wealth of the productive classes to secure one's power. Once the wealth is gone hold everyone not of the ruling class as surfs in a centrally managed economy.
