Because we are a Republic, made up of fifty individual states, that's why. We are not a "democracy", but a Republic. Each state is to have a governor, who oversees the state's government, and who is supposed to keep the books balanced as well!

Here in California, this is what I do about signatures:
-I patronize a small business and ask how its' going (it won't be good).
-I sympathize about the lockdowns effect, then I make a suggestion how they can do something about it.
-I tell them to web search for where to sign a recall petition nearby, usually in a small store.
-Then I say, better yet, why not print out a petition yourself. Hand write a window or counter sign:
WANT TO RECALL THE GOVERNOR?

The whole process writes itself to folks being driven into poverty by a Tyrant with delusions of grandeur.
