Not an expert in this law but I don't think it would matter if she was on the house floor or not, if you are advocating seditious or treasonous actions I think you can be arrested anywhere..

Mr. President where is the FBI and why is this naturalized citizen not being processed for revocation of her naturalized citizenship status... she is definitely violating her oath of citizenship and committing sedition.  She also apparently lied on her immigration and naturalization applications to fraudulently obtain a visa to enter the US and latter to apply for Naturalization as a US Citizen.
