Start demanding local prosecutors prosecute the criminal conduct or work to have the prosecutor removed... disbarred for aiding and abetting the crimes, and various other ethical breaches in ethical conduct... We must bring real accountability to bear on the prosecutors for looking the other way.
If a Duly Appointed Judge deems it appropriate to "Charge the Distribution of Pornography to Minors", then let it be done and allow the Justice System to run its course.
