Clearly the evidence of your idea is demonstrated in all the larger West Coast Cities, Chicago, Philadelphia, New York, etc. Currently these areas represent "Personalities before Principles." All United States Citizens live under sets of Laws, Statutes, Codes and Ordinances. "Law Enforcement" is meant to be blind, deaf and dumb when performing their duties. Normally City Councils are elected from the areas of the population represented. Police Commissions are volunteers selected by these Councils, normally with one Council Member, to act as an intermediary between the Public's concerns/needs and the Police concerns/needs. Over the eras of development of Our Nation, this System has been found mist expedient and effective and representative of the entire "Tax Paying Area." Sheriffs are the only Official Law Enforcement in a County/District/Parish as they are directly elected by the Citizens they serve, and open to "Recall." The "State Police" are in effect the State Governor's own Militia/Army "At Standby" doing the role of "Peacekeeping" according to State Statutes, the Uniform Traffic Code, assisting other Enforcement Agencies and Criminal Investigation. This Branch is State Quasi Military and subject only to Governor/Congress Directions. The processes too have proven most effective over the Nation's Growth.
citizens should have a referendum by which if law enforcement isn't doing it's job then we the one who pay the taxes demand the budgets for law enforcement agencies be slashed accordingly
The biggest problem with the statement of "Lesser Crimes" is who is the authority to define what it is, under what circumstances, and how often before they cross over into "Major Crimes." This is why Our Society, Our Nation has its Foundation based on Laws, for All Laws are Without Emotions.

Start with guards in front of the stores with shotguns and shoot a few of them if they insist on coming in.
WHY spend more money.....we are paying the mayors to secure our cities? They are in charge of the police, make the mayors do their job!
These "flash mob looters" need to be crushed by any means available .
We have laws.....they need to be upheld. Make the thugs accountable for their actions and they'll stop!
