It looks great. The Federal governments likely direct response would be that interstate travel is Constitutionally their responsibility. So if they impose a need for vaccination documentation to travel interstate or internationally, it exists. That is why it is being proposed this way. If the Governor disregards the requirement, how will he prevent the federal employees at ship and air terminals denying embarking and disembarking without it? It is even conceivable,that federal border check points could be employed to permit, or turn away, interstate highway crossing.
We are not out of the woods yet. It may come to grass-roots disobedience, with volitile consequences.
But if unopposed, imposition of tyranny begins this way, quietly.
