Mayor Bill de Blasio warned Thursday that New York City may need to lay off first responders if a bailout does not come from Washington, D.C.

During his daily coronavirus press briefing, the mayor said that the city is losing money every day that the shutdown continues and if the federal government doesn’t help, the city will need to begin taking cost cutting measures.

“If it doesn't happen, then we are missing $7.4 billion in revenue, then all options are on the table,” de Blasio said.

Police and fire unions, however, did not take the threat well.

Uniformed Firefighters Association President Gerard Fitzgerald said it was a slap in the face to hear the mayor say he would be willing to fire first responders who have been essential to fighting the coronavirus pandemic.

“Our firefighters should not have to respond to respond to emergencies, fight fires and fight the fight and the epicenter of this global pandemic and weight unemployment at the same time,” Fitzgerald said.

Democratic leaders in Congress are interested in making the next coronavirus relief package based off of Taxpayer Identification Numbers, a move that could allow families with illegal alien members to qualify for payments.

House Speaker Nancy Pelosi, while speaking Thursday during a press briefing, responded to a question about unemployed immigrants in the United States and American citizens who are married to undocumented immigrants. Both groups of individuals did not qualify for the financial aid package passed by Congress in March.

In response, Pelosi said she has been “working” to make the tax identification number as a basis for how individuals in the United States would receive direct payments from the government.

Harvard University has said it plans to keep an $8.6m grant it received as part of a stimulus package to blunt the economic impact of the coronavirus lockdown, contradicting Donald Trump who said the university would return it.

Speaking at a press briefing on Tuesday, Trump pointed to the institution’s ample endowment – worth nearly $41bn – as a reason why it should hand back the money.

“Harvard is going to pay back the money and they shouldn’t be taking it,” Trump said, adding that Harvard had one of the largest endowments “in the country, maybe in the world.”

Alexandria Ocasio-Cortez railed against a provision in the coronavirus cash assistance program that penalizes young people and offered advice on how to potentially get around that during a virtual town hall this week.

The one-time payments of up to $1,200 per person and $500 per child will help most Americans, but there are some exceptions that have frustrated the New York Democrat, including many young people between the ages of 17 and 24 being passed over.

"There are a lot of populations that are left out," Ocasio-Cortez said of the $2.2 trillion stimulus package President Trump signed into law on March 27. "And one of the most left-out populations are young people, which has been an extreme disappointment."

But Ocasio-Cortez offered some tips for a potential workaround. If a family hasn't filed 2019 taxes yet, they should consider not claiming their older children as a "fix."

"My personal piece of advice would be that if ... you have not yet filed in 2019, talk to the person who is claiming you as a dependent and figure out if your personal situation would be better if you all filed separately, or if it ends up being still being the best thing to do to file together. So make sure you have that conversation," Ocasio-Cortez said.

After initially saying that Social Security recipients would have to file a "simple" tax return for 2019 -- which they ordinarily would not do -- the IRS now says the payment will be automatic without it.

"Social Security recipients who are not typically required to file a tax return ... will receive their payment directly to their bank account,” Treasury Secretary Steve Mnuchin announced Wednesday evening, noting that they will not have to take any action.

The change follows pressure from lawmakers who urged the IRS to drop the condition.

The latest indication came Monday, when Treasury Secretary Steven Mnuchin said he would be willing to ask Congress for more money for small businesses and those in the private workforce should it be necessary.

A key piece of the $2.2 trillion relief bill passed last week is $350 billion in funding for small businesses. Businesses with fewer than 500 employees are eligible for up to $10 million in loans, which can be used for payroll and other expenses, like insurance premiums, mortgages, rent or utilities.

“This is a very popular program with Republicans and Democrats, and the president likes it a lot,” Mnuchin told Fox Business’ Stuart Varney Monday. “If we run out of money, and this is a huge success, we will absolutely go back to Congress and ask for more money.”

Congressional Republicans and Democrats also had signaled over the weekend that there could be a fourth coronavirus response bill.
