<p>Notes and emails that have been kept so far from Senate investigators show the FBI knew from its earliest interactions with Christopher Steele in July 2016 that his Russia research project on Donald Trump was connected to Hillary Clinton and the Democratic Party.</p>
<p>The information, so far mentioned only glancingly and in footnotes of a Justice Department report, could provide the Senate Judiciary Committee with the most powerful evidence yet to confront witnesses about why the bureau concealed the political origins of Steele’s work from the FISA court.</p>
<p>“So far the bureau is slow-walking this stuff,” a source familiar with senators’ frustrations told Just the News. “We need to see these sort of documents before we question key witnesses.”</p>
<p>Chairman Lindsay Graham (R-S.C.) is seeking a vote later this week to authorize subpoenas that would compel the Christopher Wray-led FBI to produce witnesses and outstanding documents for the committee's investigation of the Russia investigators.</p>
<p>The effort to acquire the original source materials began last December after DOJ Inspector General Michael Horowitz released his explosive report blaming the FBI for 17 mistakes, omissions and acts of misconduct in seeking a FISA warrant against Trump campaign adviser Carter Page.</p>

<p>Former National Security Adviser Susan Rice claimed without evidence on Sunday that the Russian government could be funding violent protests across the U.S. in the wake of the police-involved death of George Floyd.</p>
<p>“I would bet based on my experience, I’m not reading the intelligence these days but based on my experience,” Rice said, “this is right out of the Russian playbook as well.”</p>

<p>When contemplating the malign activity of Rod Rosenstein; and how angered President Trump is with former AG Jeff Sessions; it is worth remembering that Sessions requested Rod Rosenstein as his deputy, and then immediately thereafter Sessions recused himself, effectively positioning Rosenstein to run the operation against President Trump.</p>
<p>That’s the background context for a great interview by Gregg Jarrett where Jarrett walks through the timeline of events with former HPSCI Chairman Devin Nunes. At the 5:30 point of the interview, Nunes identifies Rosenstein as part of the coup attempt and blasts him for how Rosenstein structured the fraudulent scope memos.</p>
<p>Nunes says his investigation is now looking at the part of the effort where Robert Mueller’s investigation was used as part of the initiating effort to remove President Trump. With the focus on the Mueller team, Nunes is now making additional criminal referrals based on his findings.</p>

<p class="speakable">The documents include transcripts of phone calls that then-incoming National Security Adviser Michael Flynn and then-Russian Ambassador Sergey Kislyak had in December 2016, during the presidential transition period. Grenell said publicly last week that he was in the process of declassifying those files, after House Intelligence Committee Chairman Adam Schiff, D-Calif., asked that he do so.</p>
<p>Fox News has learned that the declassification review of those transcripts is now complete, and it will be left up to Ratcliffe on whether to release them publicly.</p>
<p>Fox News has learned that Grenell also completed the declassification review of other documents related to the origins of the Russia probe — including one that a senior intelligence official told Fox News was “very significant in understanding how intelligence was manipulated to support launching the Russia investigation.”</p>

<p>Barack Obama warned his successor against hiring Michael Flynn. It was Nov. 10, 2016, just two days after Donald Trump upset Hillary Clinton to become the 45th president of the United States. Trump <a href="https://judiciary.house.gov/sites/democrats.judiciary.house.gov/files/documents/hju170550%20hicks%20interview.pdf">told aide Hope Hicks</a> that he was bewildered by the president’s warning. Of all the important things Obama could have discussed with him, the outgoing commander in chief wanted to talk about Michael Flynn.</p>

<p>The question of why Obama was so focused on Flynn is especially revealing now. The Department of Justice recently filed to withdraw charges against the retired three-star general for making false statements to the FBI in a Jan. 24, 2017, interview regarding a phone call with a Russian diplomat. The circumstances surrounding the call and subsequent FBI interview have given rise to a vast conspiracy theory that was weaponized to imprison a decorated war hero and a strategic thinker whose battlefield innovations saved countless American lives. There is no evidence that Flynn “colluded” with Russia, and the evidence that Flynn did not make false statements to the FBI has been buried by the bureau, including current Director Christopher Wray.</p>

<p>So if the Obama administration wasn’t alarmed by Flynn’s nonexistent ties to Russia, why was he Obama’s No. 1 target? Why were officials from the previous administration intercepting his phone calls with the Russian ambassador?</p>

<p>The answer is that Obama saw Flynn as a signal threat to his legacy, which was rooted in his July 2015 nuclear agreement with Iran—the Joint Comprehensive Plan of Action (JCPOA). Flynn had said long before he signed on with the Trump campaign that it was a catastrophe to realign American interests with those of a terror state. And now that the candidate he’d advised was the new president-elect, Flynn was in a position to help undo the deal. To stop Flynn, the outgoing White House ran the same offense it used to sell the Iran deal—they smeared Flynn through the press as an agent of a foreign power, spied on him, and leaked classified intercepts of his conversations to reliable echo chamber allies.</p>

Nunes’ contention was difficult to make sense of at the time. Wasn’t everything about Russia and whether or not there was, as Congressman Adam Schiff said, more than circumstantial evidence of collusion?</p>

<p>In fact, as Trump prepared to take office after his 2016 upset victory, the Obama White House was focused on the Middle East. “Russia collusion” was the narrative that Hillary Clinton operatives seeded in the media and fed to the FBI to obtain a warrant to spy on the Trump campaign. After the election, the Obama team took it over and used it to hobble the incoming administration.</p>

<p>That Obama has publicly criticized the Justice Department’s decision to withdraw its case against the retired general shows how personal the anti-Flynn campaign still is for the former president. In leaking his <a href="https://news.yahoo.com/obama-irule-of-law-michael-flynn-case-014121045.html">supposedly off-hand comments</a> to Michael Isikoff, a journalist whose work was central in <a href="https://www.yahoo.com/news/u-s-intel-officials-probe-ties-between-trump-adviser-and-kremlin-175046002.html">pushing the Trump-Russia collusion conspiracy theory</a>, Obama was effectively taking credit for pushing the larger anti-Trump operation that grew out of the anti-Flynn campaign. While the Russia collusion story was a handy instrument for many to advance all manner of personal and political interests, for Obama the purpose of Russiagate was simple and direct: to protect the Iran deal, and secure his legacy.</p>

<p>Obama and his foreign policy team were hardly the only people in Washington who had their knives out for Michael Flynn. Nearly everyone did, especially the FBI. As former director of the Defense Intelligence Agency, the Pentagon’s spy service, and a career intelligence officer, Flynn knew how and where to find the documentary evidence of the FBI’s illegal spying operation buried in the agency’s classified files—and the FBI had reason to be terrified of the new president’s anger.</p>

Flynn knew the USIC well enough to know that thousands of higher-level bureaucrats wouldn’t make the cut.</p>

<p>Flynn had enemies at the very top of the intelligence bureaucracy. In 2014, he’d been fired as DIA head. Under oath in February of that year, he told the truth to a Senate committee—ISIS was not, as the president had said, a “JV team.” They were a serious threat to American citizens and interests and were getting stronger. Former Director of National Intelligence James Clapper and Undersecretary of Defense for Intelligence Michael Vickers then summoned Flynn to the Pentagon and told him he was done.</p>

<p>During an appearance on MSNBC, Brennan talked about how the United States could be setting itself up for the Russians to interfere in the 2020 election as they did in 2016. He said acting Director of National Intelligence Richard Grenell and others appear to be focused on fulfilling the political wishes of the White House to protect the president when they should be prioritizing national security.</p>
<p>"I just think that what Richard Grenell and others are doing now raises some serious questions about the ongoing capabilities, focus of the intelligence and law enforcement community," Brennan said. "If they are being manipulated at the very top for political purposes, who knows what is happening as far as our defenses against these determined efforts on the part of our enemies."</p>

<p>The article claimed provocatively that “[a]ny business relationship between Prince and Wagner would, in effect, make the influential Trump administration adviser a subcontractor to the Russian military.”</p>
<p>The lawyer, Matthew L. Schwartz of Boies Schiller Flexner LLP, told RealClearInvestigations that Prince had “no choice but to defend himself” after having repeatedly “turned the other cheek as publications, The Intercept first among them, have smeared him.”</p>

<p>The document notes, “It was unclear whether he [Papadopoulos] or the Russians were referring to material acquired publicly of [sic] through other means. It was unclear how Mr. Trump’s team reacted to the offer. We note the Trump team’s reaction could, in the end, have little bearing of what Russia decides to do, with or without Mr. Trump’s cooperation.”</p>

<p>On July 31, 2016, the FBI opened the Crossfire Hurricane counterintelligence investigation of the Trump campaign, purportedly to learn if members of the Trump team were “coordinating or cooperating” with the Russian government to influence or interfere with the 2016 elections. By August 16, 2016, the FBI had opened four subsidiary investigations on individuals connected to the campaign, claiming their connections to Russian businesses, pro-Russian factions, or Russian-owned entities “reasonably indicated” they “may wittingly or unwittingly be involved in activity on behalf of the Russian Federation which may constitute a federal crime or threat to the national security.”</p>
<h2>Let the ‘Russian Spy’ Keep Spying</h2>
<p>The FBI maintained that it opened the Crossfire Hurricane investigation, rather than providing Trump a defensive briefing on the report from a “friendly foreign government” that Russia had reached out to a member of his campaign to release damaging information on Hillary Clinton, because agents “had no indication as to which person in the Trump campaign allegedly received the offer from the Russians.” According to Counterintelligence Division Assistant Director E.W. “Bill” Priestap, “had we provided a defensive briefing to someone on the Trump campaign, we would have alerted the campaign to what we were looking into, and, if someone on the campaign was engaged with the Russians, he/she would very likely change his/her tactics and/or otherwise seek to cover-up his/her activities, thereby preventing us from finding the truth.”</p>
<p>Former deputy director of the FBI Andy McCabe likewise <a href="https://thefederalist.com/2020/04/20/7-devastating-revelations-about-crossfire-hurricane-in-new-releases/">told</a> Inspector General Michael Horowitz “that he did not consider a defensive briefing as an alternative to opening a counterintelligence case” because, “based on the [Friendly Foreign Government] information, the FBI did not know if any member of the campaign was coordinating with Russia and that the FBI did not brief people who ‘could potentially be the subjects that you are investigating or looking for.’”</p>
<p>McCabe further explained that “in a sensitive counterintelligence matter, it was essential to have a better understanding of what was occurring before taking an overt step such as providing a defensive briefing.”</p>

<p>U.S. Attorney for Connecticut John Durham is going “full throttle” with his review into the origins of the investigation into suspected Russia-Trump coordination in the 2016 election, with additional top prosecutors involved in looking at different components of the original probe, sources told Fox News.</p>
<p>Two sources told Fox News that Jeff Jensen, the U.S. attorney for the Eastern District of Missouri who was tapped by the Justice Department in February to review the case of former National Security Adviser Michael Flynn, is continuing to help with Durham’s investigation even after the DOJ’s move last week to drop the case against Flynn.</p>
<p>The sources told Fox News that interim U.S. Attorney for the District of Columbia Timothy Shea is also assisting with components of the investigation.</p>
<p>“They farmed the investigation out because it is too much for Durham and he didn’t want to be distracted,” one of the sources told Fox News.</p>
<p>“He’s going full throttle, and they’re looking at everything,” the source told Fox News.</p>
<p>The Justice Department declined to comment on Jensen and Shea’s involvement.</p>
<p>Any indication that Durham could be building a case against anyone involved in the original Russia probe, however, is sure to inflame tensions between the Trump administration and congressional Democrats -- who already are ramping up accusations that these Justice Department reviews have become politicized. They slammed Attorney General Bill Barr for the DOJ’s decision Thursday to drop the Flynn case.</p>

<p>You may remember this raving nutjob from way back in March, 2017, when she made an appearance on MSNBC which became big news for a very brief period of time. I knew I had written about this sleazy Obama operative then, so I went and looked it up.</p>

What about his toady, Grover Dill?: Speaking of stories you can’t find, a former Obama official named Evelyn Farkas told Mika Brzezenzski (or however you spell that name) on MSNBC early in March that she and many other Obama officials had indeed participated in an organized effort to circulate raw surveillance intelligence involving members of the Trump Transition Team, and had gladly shared the intel with members of the fake news media, unmasking some American citizens in the process. She told this all to MSNBC gladly, and in a manner that made it obvious she is in fact proud of her actions. She apparently did not understand that, in the process of that interview, she was potentially admitting to the commission of multiple felonies by herself, other Obama officials and members of the fake news media. Thus, the fake news media has been jointly sitting on this story hoping it would just fade away. Trouble is, the story has been getting a ton of attention in the realm of talk radio this week, so suddenly Ms. Farkas felt the need to go back on cable TV on Thursday to deny everything she had told Mika. And her friends in the fake news media will nod their heads and move on. Nothing to see here, all is well.</p>

<p>Well, guess what? That little episide landed her in front of the House Intelligence Committee, which was run by honest Republicans at the time, for behind-closed-doors testimony. As it happens, despicable Democrat Adam Schiff had been sitting on the transcript of her testimony until yesterday, when DNI Ric Grenell forced ol’ Bug Eyes to release it and 52 others to the public.</p>
<p>Not surprisingly, when forced to discuss her MSNBC appearance, this amoral, ethics-devoid Obama loyalist (aren’t they all amoral and devoid of ethics, after all?), when faced with potential perjury charges, essentially admitted everything she had said in her first TV appearance was in fact a politically-motivated lie. Which no doubt appalled Mr. Schiff.</p>

<p>Sen. Chuck Grassley (R-Iowa), a senior member of the Judiciary Committee, said on Wednesday, "It's outrageous" the way Gen. Michael Flynn was treated by the FBI. </p>
<p>Grassley spoke on the day the Justice Department dropped the criminal case against Flynn, who was President Trump's first National Security Adviser.</p>
<p>Flynn pled guilty to lying to the FBI about his contacts with the Russian ambassador, but recently disclosed evidence shows the FBI went to Flynn's office four days after Trump's inauguration, hoping to trap Flynn in a lie. This happened after the FBI said it was prepared to close its counterintelligence case against Flynn because it had found no wrongdoing.</p>
<p>"First of all, he was entrapped," Grassley told Fox News's Brett Baier Thursday evening. "Entrapment is unconstitutional. It's a violation of your due process.</p>
<p>"Secondly, this thing would not be exposed if it hadn't been for (Attorney General William) Barr taking the bull by the horns and knowing something was wrong and going in and knowing where things were wrong, how to straighten it out.</p>
<p>"We haven't heard the end of Bill Barr's good work, because everything that's going on with the Durham investigation is another example of still other shoes to drop."</p>
<p>Baier asked Grassley if he thinks there are more "shoes to drop...that will shock Americans?"</p>
<p>"Not in regard to Flynn's part of it," Grassley said, "but in regard to Russiagate and in regard to FBI influence and malpractice and also in regard to a lot of FISA things, yes, I think there's more shoes to drop and I think there will be prosecutions."</p>
<p>The Justice Department's request to drop Flynn's case must be approved by a federal court in Washington.</p>

<p><span class="ArticlePage-articleBody-firstLetter">H</span>ouse Intelligence Committee Chairman Adam Schiff is moving to release dozens of witness transcripts from the panel’s Russia investigation after the nation's spy chief said he would release them to end a <a href="https://www.washingtonexaminer.com/news/dozens-of-republicans-demand-schiff-stop-blocking-release-of-russia-investigation-witness-transcripts" target="_blank">two-year delay</a>.</p>
<div id="dyId1b9de171eba7566e">Schiff, who took over the House Permanent Select Committee on Intelligence following the 2018 midterm elections, pinned the blame on acting Director of National Intelligence Richard Grenell and his office for the lengthy standoff.</div>
<p>“After more than a year of unnecessary delay, the ODNI has finally concluded its protracted classification review of the Committee’s transcripts, and it also appears the White House has now abandoned its improper insistence on reviewing key transcripts, which the Committee appropriately rejected,” a Schiff spokesperson said in a <a href="https://twitter.com/kyledcheney/status/1258078298124554241?s=20" target="_blank">statement</a> Wednesday. “This process had already taken far too long, most notably because the ODNI improperly held up the declassification review and release of several transcripts at the request of the White House.”</p>
<p>A letter sent by Grenell to Schiff on Tuesday, which was <a href="https://www.washingtonexaminer.com/opinion/byron-yorks-daily-memo-exclusive-dni-to-schiff-the-transcripts-are-ready-to-release" target="_blank">obtained</a> by the <em>Washington Examiner</em>, said that “the ODNI-supervised interagency review of 43 (of the original 53) transcripts was completed in June 2019” and that, “as of today, the interagency review of the remaining transcripts has been completed as well.” Grenell told Schiff that, “pursuant to your guidance, these transcripts have not been shared with the White House.”</p>
<p>Forty-three of the 53 transcripts went through the declassification process and were returned to Schiff over half a year ago, but he had not released them despite promising last fall to make them public quickly. A sticking point with the remaining 10 transcripts had been the desire by the ODNI to allow the White House to review them as part of the declassification process, which Schiff rejected. The ODNI relented, providing the declassified versions of the remaining 10 transcripts this week.</p>

<p>hree front-line health care workers have mysteriously fallen out of hospital windows in Russia in the past two weeks.</p>
<p>Two of them are dead, and one remains hospitalized.</p>
<p>All three incidents, which are being investigated by Russian law enforcement authorities, have prompted intense discussion in the Russian press and on social media.</p>
<p>Alexander Shulepov, an ambulance doctor in Voronezh, a city about 320 miles south of Moscow, is in serious condition after falling from a hospital window on Saturday. Local state television, citing regional health officials, said he fell out of second-floor window of the hospital where he worked and was receiving treatment after testing positive for coronavirus.</p>
<p>The two other employees who fell from windows both died:</p>
<p>• On May 1, Elena Nepomnyashchaya, the acting head doctor of a hospital in the Siberian city of Krasnoyarsk, died after spending a week in intensive care, the regional department of the Health Ministry said in a statement.</p>
<p>• On April 24, Natalya Lebedeva, head of the emergency medical service at Star City, the main training base for Russia’s cosmonauts, died in a hospital after a fall.</p>

<p>Ah, the duplicitous Mr. Brandon Van Grack. Mueller investigation team alumnus, Flynn prosecutor, liar.</p>
<p>U.S. District Court Judge Emmet G. Sullivan, the presiding judge in the government’s case against Gen. Michael Flynn, issued a standing order in February 2018 which lead prosecutor Brandon Van Grack was obligated to comply with. (It can be viewed <a href="https://www.courtlistener.com/recap/gov.uscourts.dcd.191592/gov.uscourts.dcd.191592.20.0.pdf">here.)</a> I am not a lawyer, but it seems to me such an order would be standard in any legal proceeding. The document states that, pursuant to Brady v. Maryland (and its progeny), the government has a <a href="https://www.courtlistener.com/recap/gov.uscourts.dcd.191592/gov.uscourts.dcd.191592.20.0.pdf">continuing obligation to produce</a>:</p>

<p>In repeated filings, Van Grack has maintained that he’s fulfilled his obligations. In an October 2019 filing, in response to Flynn attorney Sidney Powell’s request for Brady materials, he stated that the government “has complied, and will continue to comply, with its discovery and disclosure obligations, including those imposed pursuant to Brady and the Court’s Standing Order.” He denied that they had “affirmatively suppressed evidence.”</p>
<p>The government had not concealed Brady material, he wrote, nor was the government “aware of any information that would be favorable and material to [Flynn] at sentencing.”</p>
<p>Except that they had and they were.</p>
<p>Powell’s motion stated that “General Flynn was targeted and taken out of the Trump administration for concocted and political purposes.” He said this was a conspiracy theory.</p>
<p>Funny, Van Grack’s claims don’t quite square with the neutron bomb that was dropped last Wednesday night.</p>
<p>How would Van Grack characterize the FBI’s January 4, 2017 Closing Communication “which <a href="https://www.foxnews.com/politics/flynn-evidence-calls-into-question-statements-by-former-special-counsel-brandon-van-grack">recommended the FBI close</a> its investigation of Flynn, as its exhaustive search through government databases “did not yield any information on which to predicate further investigative efforts?”</p>
<p>How about FBI agent Peter Strzok’s instructions not to close the case yet because Flynn might have violated the 1799 Logan Act? Flynn was the incoming National Security Advisor for goodness sake. He had every right to speak to then-Russian ambassador Sergey Kislyak.</p>
<p>Notes taken by Bill Priestap, the assistant director of the FBI Counterintelligence Division, in a meeting with other top agency officials discussing ways to set up a perjury trap for Gen. Flynn? Notes which said, their “goal” was “to get him to lie, so we can prosecute him or get him fired.” Not Brady material either?</p>
<p>Nope.</p>
<p>Van Grack stated that “Flynn’s alleged false statements as critical to the FBI’s legitimate and significant investigation into whether individuals associated with the campaign of then-candidate Donald J. Trump were coordinating with the Russian government in its activities to interfere with the 2016 presidential election.” Additionally, he wrote that “Flynn’s conduct and communications with Russia went to the heart of that inquiry” and that his alleged “false statements to the FBI on January 24, 2017, were absolutely material.”</p>
<p>On Monday, Reps. Jim Jordan (R-OH) and Mike Johnson (R-LA), gobsmacked as we all were after the Flynn documents were unsealed last week sent a letter to FBI Director Christopher Wray. They have requested all documents related to the Flynn case and would like an “in-person” interview with FBI agent Joe Pientka, who interviewed Flynn with Strzok on January 24, 2017. Jordan and Johnson wrote, “Any criminal investigation grounded in Logan Act questions is an obvious political pretext to attack the Trump Administration.”</p>
<p><em>Fox News</em> <a href="https://www.foxnews.com/politics/flynn-evidence-calls-into-question-statements-by-former-special-counsel-brandon-van-grack">reports</a> that after they contacted the FBI about Pientka’s extensive role in Crossfire Hurricane and FISA matters, Pientka was conspicuously removed from the FBI’s website. Sources have told <em>Fox</em> that Pientka remains in a senior role at the agency’s San Francisco field office.</p>
<p>The question is how material were Flynn’s statements to Strzok and Pientka? Powell tweeted over the weekend that “No lawyer for @GenFlynn has heard the recording or seen the transcript [of Flynn’s intercepted calls with the ambassador]. I bet $1000 there is no mention of ‘sanctions.'”</p>
<p>It is astonishing that the FBI has not provided Flynn’s legal team with a transcript or a recording of his calls with Kislyak.</p>
<p>The other huge revelation came days before the unsealing of new documents last Wednesday. On April 24, Timothy Shea, who now handles the Flynn case for the DOJ, sent Powell many documents, which prompted her to immediately file a supplement to Flynn’s January 29 motion to dismiss the case. One document included evidence in the form of emails that Van Grack had made a side deal with Flynn’s attorneys at the time from Covington & Burling. (Flynn replaced them with Powell in late 2018.)</p>
<p>Powell’s supplement states she has “found further evidence of misconduct by Mr. Van Grack specifically. Not only did he make baseless threats to indict Michael G. Flynn [Flynn’s son], he made a side deal not to prosecute Michael G. <p><a href="https://www.nationalreview.com/news/new-michael-flynn-filing-says-head-prosecutor-on-case-made-secret-deal-with-flynns-former-lawyers-to-get-guilty-plea-deal/">According to</a> the National Review, the “heavily-redacted emails show Flynn’s former lawyers discussing why the deal needed to be “kept secret,” implying that Flynn would be used to testify in further criminal cases. “The government took pains not to give a promise to MTF regarding Michael Jr., so as to limit how much of a ‘benefit’ it would have to disclose as part of its Giglio disclosures to any defendant against whom MTF may one day testify,” one email states. Giglio v. United States says the failure to disclose immunity deals to co-conspirators constitutes a violation of due process rights.”</p>

<p class="story-text__paragraph">China, Iran and Russia are using the coronavirus crisis to launch a propaganda and disinformation onslaught against the United States, the State Department warns in a new report.</p>
<p class="story-text__paragraph">The three governments are pushing a host of matching messages: that the novel coronavirus is an American bioweapon, that the U.S. is scoring political points off the crisis, that the virus didn’t come from China, that U.S. troops spread it, that America’s sanctions are killing Iranians, that China’s response was great while the U.S.’ was negligent, that all three governments are managing the crisis well, and that the U.S. economy can't bear the toll of the virus.</p>

<p class="story-text__paragraph">The report, which is not public, was produced by the department’s Global Engagement Center — a fledgling office focused on the global information wars — and reviewed by POLITICO. It makes the case that propaganda and disinformation narratives from those country’s governments have converged as coronavirus has spread. And it says that while the three governments have pushed out the same messages in the past, the global pandemic has seen the convergence of their messaging accelerate.</p>
<p class="story-text__paragraph">Some of the disinformation is produced by state-run media outlets, and some has been put out by the governments themselves. A website run by Russia’s Defense Ministry, for instance, highlights the conspiracy theory that billionaire Bill Gates played a role in creating the virus.</p>
<p class="story-text__paragraph">Before the virus spread outside China, the report says, the overlap between the three governments’ messaging was fairly narrow: They all defended President Nicolás Maduro's government in Venezuela, which the U.S. and other Western powers do not recognize as legitimate; and argued the U.S. fails to uphold its commitments to international agreements.</p>
<p class="story-text__paragraph">But by February 2020, according to the report, the messaging began to converge. The report argues this came and accelerated as those governments have struggled to keep public opinion in their own countries on their side.</p>
