Let those arrested obtain their own counsel and if they can not afford counsel appoint them counsel... the key is 'if they can't afford counsel". Many of these terrorists have wealthy family and they must not be provided paid counsel... If they are University Students they have bundles of money to pay for college... let that money pay for their legal counsel... Period. Set Bail at the appropriate levels for that of a major felony.
