Neil was visiting a friend at a hospital in Center City Philadelphia. On Leaving, he realized he was only blocks away from Independence Hall, which he had visited many times as a boy. Neil recounts that he had a feeling to go back to Independence Hall, and that he wanted so much, to say out loud, as if to promise to the Founding Fathers, that when he became Senator from California, he would remember and honor the Constitution they had given to the America, and that he would keep the trust the people had put in him. When he arrived and had his chance - just a moment when the crowd and the guards had cleared the room, Neil found himself next to a woman taking pictures. He realized his promise should be filmed, so Neil asked her if that camera also took videos. She said it did. He told her his intention and she replied that she is a Patriot and would be glad to film it.
