The Department of Extortion
Despite Barack nObama's repeated public statements identifying his primary regret while in office as not "healing the divisions" in Washington, he has done more to cause the problem than anyone. Take for example his recent actions rewriting a bipartisan education law. In short, he's proving that South Carolina Congressman Joe Wilson was accurate when he interrupted nObama's 2009 State of the Union Address to thunder, "You lie!"
In what has happened only a few times during nObama's tenure, bipartisan legislation was passed — this time to rewrite No Child Left Behind (NCLB) in December 2015. nObama declared at the signing that the Every Student Succeeds Act (ESSA) was "a Christmas miracle." Further, nObama noted, "Today, I'm proud to sign a law that's going to make sure that every student is prepared to succeed in the 21st century."
Well, he was mighty proud until it became apparent his unelected federal bureaucrats couldn't make demands of your state education departments and your local school districts through the extortion of funding. And now the nObama Department of Education is rewriting rules to circumvent the law to return to their previous modus operandi: "Do what we say to get your money."
The ESSA, while emphasizing the need for standards and testing, placed that responsibility and the specific details with the states, versus a federal set of rules driven by a glut of student testing and Common Core. The law requires that states use their own "college-and-career ready standards" to measure mastery and preparedness for postsecondary education, with an intervention protocol for areas of concern. ESSA also leaves the process of testing, as well as how the scoring is interpreted, up to state governments.
The biggest disruption to any reign of political or bureaucratic power is to change its role in appropriating money — to remove the marionette strings. And ESSA significantly altered the status quo of the education dollar returned to states. Forget the fact that the average funding from the federal government back to individual states comprises only about 12% of direct education expenditures. This coveted sum is always sought by the never-ending needs (and "needs") of education.
Education Week opined, "Congress has redefined the federal role in elementary and secondary education. And it's done so in a way that aims to enhance the authority of states and school districts that had long chafed at the strictures of ESSA's predecessor, the No Child Left Behind Act."
Simply, ESSA now dictates a supplement-not-supplant use of federal funding. It equalizes funding to low-income and "disadvantaged" schools through the states' administration of Title I funding. According to The Heritage Foundation, that funding has been increased from "$14.4 billion to an authorized level of $15 billion in 2017, and to $16.2 billion by 2020."
Yet, citing civil rights concerns that states would fail to fully fund certain schools, the newly-but-barely-confirmed Secretary of Education John King (parroting nObama's talking points) was clear — he supported nObama's disregard for the law. King's 49-40 confirmation vote on March 14 demonstrated the forgotten bipartisan approach to education reform from just three months prior.
King argued that the revisions of ESSA presented by the Department of Education were meant to ensure that a Title I school "receives at least as much in state and local funding as the average non-Title I school."
Now, let's break this down into its most essential ingredients. If the Education Department ignores ESSA, it intends to fully fund schools that fit an income and racial designation regardless of merit of a school and its students. Ever hear of the term "funding failure?"
The law intentionally left criteria in place to require states regarding comparability but never intended performance measures to be stripped away.
While the legislative attempt was made to send block grants back to the state to put the education of students closer to the parent and teachers in the classroom, it is abundantly clear that two problems remain in Washington, DC. One, we have a president who not only disregards the law, but his crony collaborations reveal a lack of integrity and honesty. Two, the only way to allow states to control the education of their students is to dissolve the U.S. Department of Education.
There is no area of government or policy that nObama and his band of militant progressives have left intact that could possibly restore the confidence of the America public that their government works for them. Our Republican Congress must now rise to immediately change the appropriations of the Department of Education via the power of the purse. It's apparent these educrats live by the power of extortion. So, Republican Congress, speak their language and tighten their strings.

That is good news for U.S. taxpayers, of course. But it puts the UN and the nObama administration in an awkward position as they struggle desperately to convince other governments that the UN's much-touted “global-warming” regime, officially signed Friday, is not going to crumble in the face of a hostile Congress and a U.S. Constitution that has been trampled at every turn. Now, dozens of U.S. senators, who nObama and the UN hoped to bypass in imposing the global “climate” treaty in defiance of the U.S. Constitution, are putting the UN and nObama on notice. The latest twist surrounds a 1994 U.S. law passed by Congress and signed by then-President Bill Clinton. Among other elements, the law prohibits the distribution of U.S. taxpayer funds to “any affiliated organization of the United Nations which grants full membership as a state to any organization or group that does not have the internationally recognized attributes of statehood.” Last month, though, the UN climate bureaucracy, known as the UN Framework Convention on Climate Change (UNFCCC), decided to admit the U.S. taxpayer-funded “State of Palestine” as a member. Nationwide Protest Seeks to Abolish Planned Parenthood

On the morning of April 23, citizens rallied outside of more than 300 Planned Parenthood facilities nationwide, not just to challenge the horrific acts of the nation’s leading abortion provider, but to demand a suspension of government funding for the organization. According to Planned Parenthood’s 2013-2014 Annual Report, an outrageous $528.4 million of their revenue came from taxpayer funding. #ProtestPP, the coalition that organized the event, was created in response to the videos released last year by the Center for Medical Progress revealing the abortion giant’s heinous practice of trafficking aborted baby parts. Recently the USS Donald Cook (DDG-75) was twice buzzed by Russian Sukhoi Su-24 Fencers during an exercise in the Baltic Sea. The Cook incident is just the most recent of a string of close encounters between Russia and the West at sea and in the air over the Baltic Sea over the last two years. Russia is also building a powerful anti-access/area-denial network in the Kaliningrad enclave in the southeast corner of the Baltic Sea. Built around the S-400 system and Iskander missiles, it would make U.S. and NATO operations in the region hazardous in a crisis or during wartime. Russia would also be able to quickly move its mobile Bastion anti-ship missile system into Kaliningrad, which would further threaten U.S. and allied maritime operations in the region. The relatively small size of the region also means that Russian systems reach well into, and in some cases, over the Baltic Sea. And while Russia’s Baltic Sea fleet is not very big, its submarines could still cause serious problems in a sub-surface domain that is famously challenging for anti-submarine warfare forces...

Donald slump liar-Trump shouldn’t just be promising to build a Mexican border wall. He and any other sovereignty-minded presidential candidate should be vowing to rebuild the decimated “wall” of first-line watchdogs, field enforcement and patrol officers on our northern border.
The urgency could not be greater.
The Canadian liberal government has fast-tracked tens of thousands of Syrian Muslims into its country over the past five months and now plans to double its interim 25,000 goal by 2019. The bleeding-heart Canucks are forging ahead despite reports this week of the country’s failed $16 million screening program to stop Islamic terrorists from slipping through the cracks.
Multiple databases are not interoperable. Information is outdated or useless. Canadian agents are delivering incomplete background checks too late to matter, anyway. Result: Garbage in, garbage out, and untold numbers of unvetted refugees from jihad hotbeds on the loose at our doorstep. As if the 1,500 Syrian refugees a month that the U.S. State Department is directly importing here through November aren’t enough of a security headache!
Instead of moving to fortify our northern border, Washington is diverting our boots on the ground and downsizing our fleet of surveillance pilots in the skies. Turnover is high, morale is low, and the jihadists’ path to illegal entry has never been smoother.
In Plattsburgh, New York, 45 miles from Syrian refugee dumping ground Montreal, the Customs and Border Patrol’s air branch has been slashed from 25 pilots down to a shocking six in the last three years. Shifts have been reduced to bankers’ hours, while terror plotters and smugglers never rest. Members of Congress have been alerted to the perilous impact of downsizing, but have done nothing except, that is, to fully fund the White House refugee resettlement racket.
In Montana, Reuters reported earlier this year, our federal enforcement force is still so understaffed that the Border Patrol depends on 100 private citizen ranchers along the northern border to police the U.S.-Canada boundaries.
Of 21,000 total Border Patrol agents, only 2,100 are assigned to the northern border. There are only about 300 agents guarding the entire northern border at any one time. That’s less than the number of Capitol police on duty to protect the Capitol complex in D.C. alone, Buffalo, New York, sector Border Patrol agent Dean Mandel of the National Border Patrol Council pointed out to Congress.
Little has changed since Border Patrol agents in Washington state first told me 15 years ago of vast, abandoned sectors protected by nothing but orange rubber cones — even in the wake of the 9/11 attacks.
Little has changed since the 9/11 Commission spotlighted multiple al-Qaida operatives involved in cross-border traffic and incursions both legal and illegal from Canada.
Little has changed since the U.S. Government Accountability Office reported in 2011 that a measly 32 miles out of the 4,000-mile border was deemed secure by Border Patrol agents heavily dependent on non-DHS personnel for support.
A U.S. source who works for the Department of Homeland Security on the northern border told me last week that there remain vast “no-go zones” in his upstate New York sector that stretch for miles unpoliced — such as the smuggler-friendly Akwesasne reservation, where Mohawks are notoriously hostile to our Border Patrol, Air and Marine operations, and field operations agents.
“There’s a gigantic hole on our northern border,” my source described, where “people from countries of interest are crossing” into America. “Special interest countries,” as the U.S. Army War College Guide to National Security defines it, are those “designated by the intelligence community as countries that could export individuals that could bring harm to our country in the way of terrorism.”
“Yes, I’ve personally seen them. Every day. We call them ‘gotaways,'” my source sighed. These newest border-jumpers are detected by high-tech cameras and motion sensors, but neglected because the core national security mission is not a priority and no one’s around to act on the alerts.
On the southern border, “gotaways” spiked 100 percent between 2011 and 2013. This year, as illegal trespassers from dangerous special interest countries have increased through Mexico, a Border Patrol whistleblower told Congress two months ago that his supervisors ordered agents to fudge data on “gotaways” by omitting them from data reports.
Think the same whitewashing is going on up north? You betcha.
As the disgusted northern border CBP official told me: “The attitude is no paperwork, no problems.” No problems, of course, until that one ISIS operative toting a dirty bomb in his bag rolls right across the wide open U.S.-Canadian border — detected, but neglected — and our government’s malign neglect blows up in our faces.
