State Citizenship

I know we have U.S. Citizenship, but do the states have rules for being a citizen of the state?  If so can it be put into law that you have to be a citizen of the state to do particular things?

are distinct from one another.  The rights of a citizen under one may be quite
different from those which he has under the other”.
