 (CETA) Decentralized Legislation, transfer (authority) from central to local government to or move departments of (a large organization) away from a single administrative center to other locations, usually granting them some degree of autonomy to the Founders. Policy related to the provinces and municipalities is devolved to government at these levels, closer to the people and on the principle of promoting public participation in democracy.  The Ministry of Infrastructure and the Environment Of The EU Courts.

 Also found in US Laws as Comprehensive Employment and Training Act of 1973 (CETA) noted as Common Core Act.

There is a coming storm... where labor and management meet at loggerheads regarding the division of wealth... How they shall share in the fruit of their labor and capital is at dispute.  For eons men have struggled over the division of wealth and the power that comes with it.  Today is no different and nearly every problem we have as a nation is inexorably linked to this ancient problem.

However, we have the answer to those problems in our past .. our forefather's managed to find a way, whereby all could share according to their worth and contribution.  The Christian Ethic and Biblical standard for commerce and social discourse followed a few basic rules... an equal measure and a just scale, a days labor for a days wage, do unto others as you would have them do unto you, and one must not muzzles the Ox. 

As arcane as these simple sayings appear... they hold the keys to a balanced and fair relationship, between parties in commerce and or social exchange.  They provide the basis for legitimate and fair trade, labor and capitol exchange, social justice and ethical commerce. Perhaps we all need to reexamine God's precepts for life, social interaction and commerce, if we are to solve the problems of government and social discourse.

Greed and avarice, envy and hate, bigotry and every evil work... are the spawn of ungodly conduct.  Such conduct is always found in those seeking to take advantage of their neighbor.  Capitol that seeks more than a just return on investment... a windfall or exceptional return... dose so at the expense of others. Labor that refuses to give an honest days work, for a days wage, receives unjust compensation for that work.  The able bodied who refuse to work, must not expect a harvest, where they have not sown.  All these evil practices must end, if we are to find harmony and peace in the Earth... For, wars are the progeny of want, and  the will to take the bounty of others; by law if possible, and if not, by force of arms.. These practices must end, if we are to have a World at peace.

Mankind's problems are ethical and moral at their root... they are not technical, governmental, or commercial at their heart, those issues can be solved but require moral and ethical conduct if they are to be solved properly... if they are to be the harbingers of peace and social justice for all.

House Speaker Nancy Pelosi (D-CA) announced Monday that Democrats will offer a resolution condemning President Donald Trump’s “racist” tweets against Reps. Alexandria Ocasio-Cortez (D-NY) and Ilhan Omar (D-MN).

Pelosi wrote a letter to House Democrats announcing that they will draft a resolution to condemn Trump’s “racist” tweets against progressive Democrats.

“This weekend, the President went beyond his own low standards using disgraceful language about Members of Congress,” Speaker Nancy Pelosi wrote.

“This morning, the President doubled down on his attacks on our four colleagues suggesting they apologize to him,” she added. “Let me be clear, our Caucus will continue to forcefully respond to these disgusting attacks.”

President Trump taunted the “squad” of far-left first-term progressive Democrats on Sunday, telling them to go back and fix the places they came from before telling the rest of the country what to do.

Trump’s tweets caused an uproar amongst the media and Hollywood celebrity classes, and now, Rep. Sheila Jackson Lee (D–TX) hopes to capitalize on the president’s message by condemning them in Congress.

Lee said she will draft a resolution of condemnation.

President Trump’s remarks seemed particularly directed at Rep. Ilhan Omar (D-MN), who is a former Somalian refugee.

Omar said Friday that the president “shouldn’t be in office” and told an audience of high school students that America was failing to uphold its promise to be a just society.

Rep. Omar said Trump was “stoking white nationalism” after he tweeted that some progressive congresswomen should “go back” to where they came from.
