A growing number of cities across the country are making it "illegal to be homeless," according to a new report.
Despite a lack of affordable housing and emergency shelter, many of these communities are implementing laws that ban homeless residents from sitting or lying down in public, loitering, sleeping in vehicles, and begging for money or food.
"More cities are choosing to turn the necessary conduct of homeless people into criminal activity," said Maria Foscarinis, executive director of the National Law Center on Homelessness & Poverty (NLCHP).
The law center has tracked homelessness criminalization laws in 187 cities small and large since 2011.
During that time, city-wide bans on camping in public -- which can include sleeping outside on the streets or in a tent -- have increased 60%.
The number of cities with laws prohibiting or restricting people from sitting or lying down in public has jumped by 43%, and bans on sleeping in vehicles have surged 119%. Meanwhile, laws prohibiting people from begging in public and loitering have climbed more than 20%.

I used to live in Jacksonville. Fl . The city had a deal with a shelter that was sponsored by several churches. Homeless people were brought there, and they got a bed and food. The next day they were sent to work for various charities, mowing lawns, cleaning the streets, sometimes moving poorer people furniture, etc. I was once approached by a homeless person asking for money. offered to take him to the shelter. he refused to go because they "made him work" there, and if he stayed on the street he could continue to use the money for drink and drugs and not have to work.
I couldn't believe how much he said he made panhandling.

Many of the homeless are people who used to be in state funded mental institutions but when the ACLU sued on their behalf on the grounds that it was unconstitutional to commit a person without their consent, people were dumped on the street. Isn't it ironic that the state now solves the problem by putting them in jail. So they have gone from being cared for by the states in a medical facility on our dime to being cared for by the state in jails on out dime.
This is the left's idea of progress.

In fairness, I have to say this. I never, ever give pan handlers on the side of the street money. I will however give them food and drinks (not alcohol). The reason for this is simple, there are so many of them that are out their just collecting money to support a substance abuse problem in my area. I recently saw a 30 something year old man in front of an exit for a mall area holding a sign that said “homeless Vet, please help”. The problem is that he lives down the street from me with his mother and I know for a fact that he isn’t a vet. Another one I saw was a guy holding a sign up at an interstate exit and my wife said “give him some money”, I responded heck no and it pissed her off a bit until we were coming back and saw the same guy sitting close to where he had been standing drinking a big beer with a two more sitting right next to him. there is a area near the interstate that is about 3 miles from my house that I frequently pass where people live under the overpass and pan handlers are thick. The whole are is covered with human waste, trash and used drug paraphernalia. It’s sad because if you do give someone money, there is a very good chance that it will be used to exacerbate this problem. Conversely, When you run these people out of that area, where do they go? They have to go somewhere.
