Back in 2014, civil liberties and privacy advocates were up in arms when the government tried to quietly push through the Cybersecurity Information Sharing Act, or CISA, a law which would allow federal agencies - including the NSA - to share cybersecurity, and really any information with private corporations "notwithstanding any other provision of law." The most vocal complaint involved CISA’s information-sharing channel, which was ostensibly created for responding quickly to hacks and breaches, and which provided a loophole in privacy laws that enabled intelligence and law enforcement surveillance without a warrant.
Ironically, in its earlier version, CISA had drawn the opposition of tech firms including Apple, Twitter, Reddit, as well as the Business Software Alliance, the Computer and Communications Industry Association and many others including countless politicians and, most amusingly, the White House itself.
In April, a coalition of 55 civil liberties groups and security experts signed onto an open letter opposing it. In July, the Department of Homeland Security itself warned that the bill could overwhelm the agency with data of “dubious value” at the same time as it “sweep[s] away privacy protections.” Most notably, the biggest aggregator of online private content, Facebook, vehemently opposed the legislation however a month ago it was "surprisingly" revealed that Zuckerberg had been quietly on the side of the NSA all along as we reported in "Facebook Caught Secretly Lobbying For Privacy-Destroying "Cyber-Sec...
Following the blitz response, the push to pass CISA was tabled following a White House threat to veto similar legislation. Then, quietly, CISA reemerged after the same White House mysteriously flip-flopped, expressed its support for precisely the same bill in August.
And then the masks fell off, when it became obvious that not only are corporations eager to pass CISA despite their previous outcry, but that they have both the White House and Congress in their pocket.
As Wired reminds us, when the Senate passed the Cybersecurity Information Sharing Act by a vote of 74 to 21 in October, privacy advocates were again "aghast" that the key portions of the law were left intact which they said make it more amenable to surveillance than actual security, claiming that Congress has quietly stripped out "even more of its remaining privacy protections."
"They took a bad bill, and they made it worse," says Robyn Greene, policy counsel for the Open Technology Institute.
But while Congress was preparing a second assault on privacy, it needed a Trojan Horse with which to enact the proposed legislation into law without the public having the ability to reject it.
It found just that by attaching it to the Omnibus $1.1 trillion Spending Bill, which passed the House early this morning, passed the Senate moments ago and will be signed into law by the president in the coming hours.

In a late-night session of Congress, House Speaker Paul Ryan announced a new version of the “omnibus” bill, a massive piece of legislation that deals with much of the federal government’s funding. It now includes a version of CISA as well. Lumping CISA in with the omnibus bill further reduces any chance for debate over its surveillance-friendly provisions, or a White House veto. And the latest version actually chips away even further at the remaining personal information protections that privacy advocates had fought for in the version of the bill that passed the Senate.
It gets: it appears that while CISA was on hiatus, US lawmakers - working under the direction of corporations adnt the NSA - were seeking to weaponize the revised legislation, and as Wired says, the latest version of the bill appended to the omnibus legislation seems to exacerbate the problem of personal information protections.

Paul Ryan won’t fund Border Fence, but does Fence His $421,000 Mansion
I confess that there is some concern I have about whether or not an actual fence would keep out those crossing our southern border. I confess that the added expense of manning that fence at several mile increments also concerns me about costs and debt, considering we have no actual money. We're $19 trillion in debt for goodness sakes! However, the reality is that Republicans have been promising that if they are elected they will deal with things like a border fence and deficit spending and debt. They have been in control of the House since 2010 and the Senate since earlier this year and have failed to stop spending and failed to fund the border fence they promised in the latest sellout of the American people brought to you by House Speaker Paul Ryan, whom Breitbart is reporting has fenced in his entire estate which houses a $421,000 5,786 six-bedroom mansion.
The problem is that Ryan has been hailed as "conservative," whatever that means nowadays, and has claimed to be brilliant with math and numbers and spoken out against deficit spending and debt. Yet, he gave everything Barack Obama wanted in the $1 trillion omnibus bill I wrote about on Thursday, except he didn't fulfill any funding for that southern border wall he and other Republicans politicized after the invasion of Central Americans in 2014.
A recent Breitbart News investigation reveals that Rep. Paul Ryan (R-WI), who has a two-decade-long history of promoting open borders immigration policies, seems to support border fences for himself, even as he denies the American people those same protections.
While Paul Ryan's omnibus spending bill does not provide funding for the mandatory completion of a 700-mile double-layer border fence that Congress promised the American people nearly a decade ago when it passed the 2006 Secure Fence Act, Paul Ryan has constructed a fence around his property.
As Breitbart News's photographic documentation reveals, Ryan's home is surrounded by a tall border fence reinforced by equally high bushes— ensuring both privacy and security. Moreover, the fence is manned by an on-duty agent who guards his property's perimeter. Upon even the slightest appearance of any unusual activity— such as a 5'2″ female taking a photograph of the fence— Ryan's border agent will deploy into action to ensure the perimeter's sovereignty.
Ryan has even sided with Barack Obama and the Pentagon about whether on allowing Muslims from the Middle East to immigrate to the US and shackle American citizens with the bill, saying that he opposes those who want to stop such immigration, "That's not who we are."
Let's be clear here, private property is different than national borders. Deuteronomy 19:14 says, "You shall not move your neighbor's boundary mark, which the ancestors have set, in your inheritance which you will inherit in the land that the LORD your God gives you to possess." Nothing wrong with that at all. Of course, there is nothing wrong with national boundaries too. In fact, in the Old Testament we read the Jerusalem was surrounded by walls. It was Solomon who was an answer to David's prayer to rebuild the walls of the city (Ps. 51:18). Additionally, King Hezekiah also built up a rampart (2 Chron. 32:4-5) and King Manasseh, after his repentance, built up a wall around the City of David, on the west side of Gihon and the Scriptures declare, "Then Manasseh knew that the LORD was God (2 Chron. 33:13-15). The boundaries simply determine jurisdiction.
However, we need to understand that the border fence was mandated, and Ryan didn't fund it. He funded all sorts of unconstitutional spending, of course. So, why would he do what he did? Consider that Paul Ryan is not American in his ideology in the least.
He is engaging the very same thing that Barack Obama did back in the summer. Obama failed to put a foot forward to finish the wall along the southern border, but didn't hesitate to fortify the fence around the White House and add other defensive measure to protect his own backside.
He recently said, "America is more than just a country. It's more than Chicago, or Wisconsin. It's more than our borders. America is an idea. It's a very precious idea."
He also attacked those who do not oppose immigration, but mass immigration saying, "Each wave [of immigration] is met with some ignorance, is met with some resistance."
"We want to have a system where people can come here and work– go back and forth if they want to… so that we have an open door to the people who want to come and contribute to our country, who want to come and make a difference in their families' lives, and our economy," he added.
Well, we do have that Rep. Ryan! But that isn't the issue. Your mandate is the issue. It seems that Paul Ryan goes right down the same road that Barack Obama does and thinks that immigration law, something he is responsible for but ignores, just doesn't really matter at all.
Paul Ryan is most definitely John Boehner Jr., but he let us know that a long time ago. What are the people of Wisconsin thinking by continuing to put this man in office? Probably the same thing the people of my state were thinking by re-electing Lindsey Graham…nothing! If you think Ryan is bad when it comes to immigration and spending, just wait till he gets his sights set on guns!
Well folks, beyond the redress of systemically identifying and bringing to account at the polls, those who would perpetuate the illegal violations of Constitutionally affirmed individual rights, clearly a Supreme Court showdown is to needed to pre-emptively douse these ugly First Amendment and Fourth Amendment fires of habitual government over reach.
Still, the shortest route to solve all the ills of the sprawling federal government, is to abolish the federal authority to tax personal income. It has to be crystal clear by now that a) the majority of Congress, on both sides of the aisle, are in the pockets of the corporate lobbyists; and b) the Obama administration is pushing patriots in this country just as hard as he can, to get them to overreact, and thereby give him - and his masters - the excuse that they need and want for him to declare a state of national emergency and consequent declaration of Martial Law, which would finally take down the Constitution, in one fell swoop, rather than by the death of a thousand cuts that the Usurper has been subjecting it to for his whole time in that purloined office. Our only hope is that Oathkeepers, current and retired, are sufficiently awake to the takedown of the American Republic going on - to be replaced by our erstwhile masters' New World Ordure - and are organizing behind the scenes, to take the Usurper out of that position of such power, and arrest him, on a whole host of charges by now.
