Former House Speaker John A. Boehner said Thursday that outright repeal of Obamacare is “not going to happen.”
The Ohio Republican, who left Congress in late 2015 amid friction with hardline conservatives, told an Orlando health conference that he started to laugh when Republicans promised swift moves to repeal and replace the massive law, according to a Politico report.
The notion that a replacement could breeze through Congress, he said, was “happy talk.”
“Republicans never ever agree on health care,” he was reported as saying.
Mr. Boehner’s blunt assessment comes as GOP lawmakers struggle to explain the path forward to angry liberal activists and constituents back home.
Republican leaders insist they are on track to repeal and replace as much of the Affordable Care Act as they can this spring under a fast-track budget procedure that allows them to bypass a Democratic filibuster.
Good riddance! Why is he still talking? - I am baffled why Congress doesn't just pass one of the laws they have been passing under Obama that would repeal Obamacare. What are they waiting for? We the people elected Republicans and Trump to repeal Obamacare right away. Why is our great leader Donald J Trump not showing some leadership? What is he waiting for? Judy & David IMO are correct. Both Houses of Congress have many Blocking tools built into the system of passing laws. These keep each other from forcing thru bills the other side has reservations about. Examples, Pelosi passing Obama care by using reconciliation to pass Obama care. Reconciliation in theory can only be used once a year and Only on bills which contain Budget items, no specific detail on who must do one thing one way, this illness only after approval and so on. Next example would be Harry Reid approving a Cabinet candidate with only 51 Votes rather than 60 Votes.
So now we Republicans can do the same, unintended consequences can be used against the democrats until both parties vote to somehow reinforce the regulations. Apparently there exist regulations that are helping democrats delay action on Trumps candidates and rule - law changes. Paul Ryan has pointed out that the House - Congress has only 60 days from President Trumps inauguration to overturn some of Obamas orders... so those are the first priority to get thru congress NOW.
Kenneth... don't fall for the excuse that the rule keep the GOP from pushing thru legislation... they can suspend the rules with a simple majority vote and rewrite the rules . Democrat Alcee Hastings... used to be the chairman for the House Rules Committee famously stated... what rules, we make them up as we go...

The truth is that healthcare by federal government statute is unconstitutional.
It would be really simple to repeal completely and then say healthcare belongs to the states, per 10th Amendment. And write that into federal statutory law, with the provisiosn that insurance must cross state lines, be focused on individual ownership through HSA's, cover all conditions including pre-existing, and leave the rest to the states. That way the people in each state have their voices heard.
I agree... What we don't need to do is to REPEAL AND REPLACE... Replacing one Government Program with another is not what America voted for in the last election. Pres. Trump was given a mandate to REPEAL... not too, replace one failed socialist program, with another Big Government boondoggle.
Let the State's work on insuring their citizens.. within a set of federal guidelines which assist the states with issues that cross borders... such as TORT reform, interstate sales of insurance and by establishing Federal tax incentives for purchasing health insurance. Other than that... get the Federal Government the hell out of medical care.
The truly poor and indigent can be covered by their State's legislative programs... for Medicaid or Medicare. Those individuals who are able bodied and simply refuse to work need to reevaluate their situation if they want medical treatment... nothing is free in this world.
