Feds Can’t Verify $2.8 Billion in Obamacare Subsidies

The federal government cannot verify nearly $3 billion in subsidies distributed through Obamacare, putting significant taxpayer funding “at risk,” according to a new audit report.

The Department of Health and Human Services (HHS) Office of Inspector General (OIG) released an audit Tuesday finding that the agency did not have an internal system to ensure that subsidies went to the right enrollees, or in the correct amounts.

“[The Centers for Medicare and Medicaid Services] CMS’s internal controls did not effectively ensure the accuracy of nearly $2.8 billion in aggregate financial assistance payments made to insurance companies under the Affordable Care Act during the first four months that these payments were made,” the OIG said.

“CMS’s system of internal controls could not ensure that CMS made correct financial assistance payments,” they said.

The OIG reviewed subsidies paid to insurance companies between January and April 2014. The audit found that CMS did not have a process to “prevent or detect any possible substantial errors” in subsidy payments.

The OIG said the agency did not have a system to “ensure that financial assistance payments were made on behalf of confirmed enrollees and in the correct amounts.”

In addition, CMS relied too heavily on data from health insurance companies and had no system for state-based exchanges to “submit enrollee eligibility data for financial assistance payments.”

The government does “not plan to perform a timely reconciliation” of the $2.8 billion in subsidies.

This is CRIMINAL CONDUCT by the program managers... government regulations and laws require that payments to contractors and other parties be certified by senior government administrators as legitimate before being made... 

If improper or inadequate procedures... normal accounting standards, for verifying payments  are legitimate, were not in place; then, the authorizing manager/government officer should be indicted, tried, and if found guilty, jailed.  Malfeasance while in office is a criminal offense and failure to provide adequate safeguards to protect Billions of Taxpayer dollars from being fraudulently paid requires prosecution, not just disclosure.  Those companies making claims and/or receiving illegal payments also need their CEO's and Boards of Directors indicted and if convicted jailed.

It is time to stop the pattern of discovering malfeasance in office and doing nothing about it... the amounts involved certainly rise to the 'criminal conduct' level and suggest deliberate criminal intent to defraud the government.  I for one am sick of the Various IG's finding such negligence and incompetent criminal behavior and doing nothing but reporting it... no follow up with criminal prosecution. 

It went where it was planned to go.   Dem SLUSH FUND.   Every grant/program put out by this Dem Adm is not about "helping" the people.   Fannie/Freddie the Clinton slush fund.   Good old Rahm Emanuel  spent a couple of months there after leaving the Clinton ADm and created the "bonus" bundling  for good Dems. 

The only way to deal with open lawlessness is thru massive IMPEACHMENT trials and the wholesale removal of the criminal elements in government.  Congress has long neglected its duty and now we find huge numbers of political appointees violating the laws of the United States... spending money that is not authorized by law is misappropriation of government funds and may also constitute fraud among other crimes.  The first dollar spent is a crime... billions of dollars being spent that were not appropriated is massive evidence of a 'criminal enterprise' and the RICO Act kicks in.

Gohmert: Dems Will Drag Out Impeachment — Try To Get ‘Best Socialist’ Nominated For President

During an appearance on Huntsville, AL radio’s WVNN on Thursday, Rep. Louie Gohmert (R-TX) offered his best assessment of what House Democrats were trying to accomplish with their impeachment efforts.

Gohmert told WVNN’s “The Jeff Poor Show” impeachment could tie up the Democratic Party’s presidential campaign efforts but predicted Democrats would use the occasion to nominate “the best socialist” they can.

“They would lose in the Senate,” Gohmert said on impeachment. “And besides that, the entire time it was on trial in the Senate, the Democrats who are running for president wouldn’t be allowed to campaign. That’s in the Constitution. They wouldn’t be able to campaign. I just can’t imagine them wanting to do that because if they send it to the Senate, they have now perfectly set up the scenario of 1996, where they will reassure Donald Trump is reelected as president. They don’t want to do that. They’re probably going to drag this thing out as long as they possibly can … through Iowa, through primaries — try to get the best socialist they can to be nominated.”

“Then just end up and say, ‘Now we’re close enough to the general election. We’ve thrown mud at the president through the House,’” he continued. “What they’re really doing — they’re using taxpayer funds to campaign against Trump. That’s all this is — a campaign fund that taxpayers are paying for in order to try to throw mud at the president. I’ll be surprised if they have that vote, but I can’t imagine they want to set up this president for reelection by having a trial in the Senate where they lose.”
